Wollondilly Shire Council engaged Hawkridge Entertainment Services to undertake a Performing Arts Centre Design Outcomes Review. The review evaluated the current design of the proposed Performing Arts Centre which is being developed as part of the Community, Cultural & Civic Precinct. Specific focus included any impact on the operations and financials of the centre.
The first task was to review the design as presented to advise whether there were any significant issues or unnecessary additions to the plans. Subsequently, analysis of hirer impacts outlined the likely consequences of the design from a user perspective. These included the following areas:
- Loading dock access
- Patron ingress and egress
- Function/conference activities
- Back of house
- Front of house
- Rehearsal room
- Building height
Hawkridge Entertainment Services then investigated areas of potential savings to assist the viability of the project. This included outlining specific items for the project team’s consideration.
Subsequently, an update of the financial model for the Performing Arts Centre included an analysis of financial impacts and an update to the budgeted figures to reflect estimated ongoing costs for council.
The budget compared the utilisation, attendance and financial figures presented in the original budget provided by Hawkridge Entertainment Services, with the revised figures outlined in the Design Outcomes review. Additionally, a five-year budget projection outlined the expected operational subsidy required by Council to operate the Performing Arts Centre.
