Ku-ring-gai Council engaged Hawkridge Entertainment Services to complete a business case for the St Ives Cultural and Environmental Education Centre. Located within the St Ives Showground precinct, the centre is an innovative structure which aims to blend into the environment with rammed earth components as well as incorporate the latest sustainability measures. The centre will be a focus for festivals and events, tourism product and experiences, accommodation, and infrastructure that can balance with the existing well-utilised activities.

Utilisation and income generation for the centre is relatively dependent on the ability for other activities and infrastructure to drive usage within the showground. This is particularly relevant in the early years of operation when the centre is being established. Programming of exhibitions, meetings and other activity may also play a role in bringing patrons and awareness to the centre.

The business case outlines two potential operating models. Option A outlines a traditional un-manned community facility with hirers accessing the venue independently. Option B provides a higher level of service offering an on-site staffing presence, a focal central point for the showground precinct as well as the opportunity to engage with the general public through the development of programs.

A draft operational budget outlined the likely income levels and expenditure for both options.
