This report provides an Issues and Options Analysis for Performing Arts Spaces in the Coffs Harbour Local Government Area (LGA), commissioned by Coffs Harbour City Council and prepared by Hawkridge Entertainment Services. The findings reveal an urgent need for a new performing arts centre with a capacity of 600 to 1,000 seats to address gaps in facilities for dance, eisteddfods, and touring productions while retaining the Jetty Memorial Theatre for smaller-scale events. The proposed venue aims to serve as a central community hub, fostering cultural engagement, economic development, and social connectivity. The report emphasizes the economic and social benefits of constructing such a facility, projecting an operational cost of $850,000 to $2,000,000 annually and a capital cost of $50–$60 million, with a projected construction timeline of six years.

Key recommendations include conducting a feasibility study, ensuring alignment with the Coffs Harbour City Centre Masterplan, and exploring funding opportunities. The report also addresses enhancements to outdoor performance spaces, advocating for targeted infrastructure improvements to support diverse events. Strategic actions proposed include supporting pop-up cultural events, developing a Coffs Harbour Venues Guide, and facilitating major arts events to strengthen the region’s cultural profile. Positioned in a historically significant entertainment precinct, the Alex Theatre leverages its diverse program offerings to drive foot traffic and discretionary spending in the surrounding area, benefiting local businesses and enhancing the vibrancy of St Kilda.

The report underscores the unique economic multiplier effect of theatres, driven by pre-show expenditures on tickets and ancillary spending on dining, accommodation, and transport, which collectively amplify their impact.
